Nope. It's from the reshoot of the scene that was done for the fifth season credits. They reshot several of the scenes from the credits, including Mac gaping at the cobra (Murderer's Sky), dashing through the iron gates (The Gauntlet), slamming a wooden door with his back (the Map opening gambit), standing smiling by the plane, and this one. The reshoot was probably due to their having changed his hair colour so drastically that the old images looked odd.
In the original 'ice cream' scene, Mac is standing next to a traffic light. In this one, he's standing next to the Gastown clock in Vancouver's historical section. (Some clever shooting must have been involved, because the Gastown clock is about 18 feet tall -- standing on the sidewalk,, Mac's head would have been about 7 feet below the bottom of the clock face!)
I capped the fifth season credits specially, for this shot and the one of him with his back against the shutting door. You see, in the latter, he's wearing a very skimpy black singlet, and you get a really clear look at some of the other, um, developments since the first season! In the original for that sequence, he was wearing a long-sleeved shirt. The reshoot is a three-bucket droolfest.
